City Of Surrey Council to Vote on $12.8M in Public Works Contracts

Monday at 7: 00 p. m. ET Surrey city council will vote on more than $12. 8 million in contracts covering road paving, outdoor pool operations, sanitary sewer rehabilitation and arena board replacement. The city of surrey items are scheduled for council approval at that meeting, while the Downtown Surrey BIA announced leadership changes effective immediately—the timing makes both items current.

Surrey council agenda lists Amrize Canada Inc., Tide’s Out, Mar‑Tech and Cascadia

Council will consider a $4, 368, 735 contract for Amrize Canada Inc., with a spending limit set at $4, 590, 000, to repave 9. 9 lane‑kilometres of arterial and 7. 7 lane‑kilometres of collector roads across north and south parts of the city. The scope includes 1. 35 kilometres of asphalt sidewalk improvements labeled as “coordinated works. “

Also on the agenda is a $3, 702, 926. 98 contract, with a spending limit of $3, 888, 073. 34, for Tide’s Out Services Ltd. to operate eight outdoor pools owned by the city for a three‑year term. The contract would continue a private operating model used in Surrey since 1997 and by Tide’s Out since 2006.

A $2, 201, 452. 83 award, with a spending limit of $2, 425, 000, to Mar‑Tech Underground Services Ltd. would fund 3, 900 metres of sanitary sewer rehabilitation in the north end after engineering staff reported signs of deterioration that require rehabilitation to maintain reliable wastewater conveyance.

Separately, council will vote on a pavement restoration contract to GB Paving Ltd. for $1, 707, 548. 85, with a spending limit set at $1, 880, 000, intended for asphalt pothole and minor utility trench repairs on arterial, collector and local streets. The meeting packet also includes a $583, 683. 01 contract for Cascadia Sport Systems, with a spending limit of $599, 550, to replace the original boards system, acrylic shielding and SoftCap rail at South Surrey Arena.

City Of Surrey pool use, registrants and infrastructure timelines cited in reports

The outdoor pools were built between 1967 and 1973 and remain a community recreation asset, the municipal report says. In 2025 the pools recorded more than 7, 500 swim lesson registrants and roughly 154, 000 public swim and sport users, with user trends up from 2024 by over 900 lesson registrations and more than 11, 000 additional public swim and sport visits. The city of surrey materials note the pools provide free public swimming and lane swimming alongside fee‑for‑service lessons and rentals.

Downtown Surrey BIA names Madeleine Nicholls CEO and Perminder S. Tung board chair

The Board of Directors of the Downtown Surrey Business Improvement Association announced Madeleine Nicholls as the organization’s new Chief Executive Officer, effective immediately. Nicholls has served as the DSBIA’s Chief Operating Officer over the past year and brings experience in real estate development, urban planning and city‑building initiatives.

Perminder S. Tung, identified as a partner at Lindsay Kenney LLP, was appointed Chair of the DSBIA Board of Directors. The board cited Nicholls’ background in commercial real estate and transformational urban projects and said the appointments aim to support economic development, safety and vibrancy in Downtown Surrey.

Council will take the votes Monday at 7: 00 p. m. ET; if the Amrize Canada Inc. contract is approved, that repaving work is expected to start in May and be completed by September, and if the Mar‑Tech contract is approved work is expected to start this month and be completed by December.
